Mark Mansfield

Chief Economist

Mark completed 34 years of federal service, retiring as the Chief of Planning and Policy for the Norfolk District, U.S. Army Corps of Engineers. In that role Mark served as business line manager for the Environmental and Flood Risk Management business lines as well as the principal Congressional liaison and District Economist. Mark graduated from Old Dominion University with a degree in Economics with graduate work in Financial Planning. He has written a number of water resources articles and his advice is frequently sought by other federal agencies to include FEMA, FIA, USGS, NWS, EPA, NMFS, and FWS. His cutting edge work in public policy, applied economics, and environmental sustainability are often cited in many of the Chesapeake Bay economic, environmental, and resilience initiatives. Mark also serves as President of Shore Consulting Group, a water resources consulting firm in Virginia.
